Business Finance Loan Program
Provides gap financing loans to support expanding small & mid-sized enterprises (SMEs) unable to meet the terms of traditional banks.
Business & Industry Incentive Program
This program provides assistance and incentives to businesses which create public benefits for the City, including the creation or retention of jobs, the generation of new local tax revenue, or the revitalization of the City’s older historical areas. This program is marketed through outreach via external networks.
Guaranteed Water for Industry Program
The Guaranteed Water for Industry Program was created to provide an uninterruptible supply of water for manufacturing and research and development (R&D) firms, many of whom are highly dependent on water for industrial processing and cooling needs
San Diego Foreign Trade Zones (FTZ) Program
Companies importing goods into the U.S. can save money, be more competitive and expand their business by participating in the U.S. Foreign-Trade Zones Program. Benefits include special customs procedures including duty exemptions and deferrals, inverted tariff, streamlined logistics and other savings.
Business Cooperation Program (BCP)
The City's Business Cooperation Program provides sales and use tax rebates of $0.25/dollar of local tax allocated to the City of San Diego when a business implements new tax accounting practices.
Micro District Grant Program
The Micro District Grant Program provides grants of up to $10,000 to coordinated business groups that are not formal BIDs.

Storefront Improvement Program (SIP)
The Storefront Improvement Program (SIP) revitalizes building facades visible to customers, neighboring merchants and residents. The City of San Diego provides design assistance and financial incentives to small business owners who wish to make a creative change to their storefronts. In the last fiscal year, the program reimbursed 20 projects a total of $185,192, leveraging $620,624 in private funds.
