Foreign Trade Zones are a program established by Congress through the US Dept. of Commerce, that allow manufacturers and some distributors to delay, reduce or eliminate import duties for components that go into the domestic manufacturing of goods. The City of San Jose is the grantee of Foreign Trade Zone #18, which covers the City of San Jose and the rest of Santa Clara County, along with the Cities of Fremont, Newark, Hayward, Union City, Santa Cruz and Scotts Valley.
